SEC-IMS Public API

These are the public, read-only endpoints exposed by SEC-IMS. Mutation endpoints (POST, PUT, DELETE) and admin-gated endpoints — those requiring an editor or admin token — are documented in the SEC-IMS Administrator Guide (secims_metadata/ADMIN_GUIDE.md).
